As you mentioned, we can set a social scorecard built of indicators like the level of education of the children, the belongings of the poor people And to make it relevant, you need to study each country on by one (that's what the Grameen Foundation is doing through the PPI). It will give you a good picture of the social situation. But I think that what should be more important to assess the performance of an MFI is to look deeply the EVOLUTION of the situation thanks to the MFI. No universal tool can be built to study how good an MFI will meet its social objectives. In that case, we are talking about an audit that should be handled by an external rating company. This is the role of donors and worldwide organizations to launch those initiatives of which we can expect long term benefits.
